National Data Administration Releases New Batch of “Public Data in Action” Demonstration Scenarios; Two from Fuzhou Selected

  Recently, the National Data Administration announced a new batch of 30 “Public Data in Action” demonstration scenarios, designed to promote the development and utilization of public data through scenario cultivation and data openness. Among them, two projects from Fuzhou were selected: the “Five-Chain Integration Empowering Industrial Manufacturing and Industrial Service Innovation Scenario” and the “Public Data Empowering Precise Services for Taiwan-Funded Enterprises to Promote Integrated Development of Fujian Enterprises.”

  Since the launch of the application process for this new batch of demonstration scenarios, local governments and departments nationwide have shown strong enthusiasm, with a total of 400 proposals received. The range of sectors covered by these scenarios has continued to expand, data supply models have become increasingly diversified, and scenario development has emerged as a key engine driving the effective utilization of public data. To date, four batches totaling 100 “Public Data in Action” demonstration scenarios have been released nationwide.

  Many people may ask: data has always existed, so why emphasize “Public Data in Action”? It is understood that the initiative enables public data that was previously scattered across government departments and public institutions to flow, be shared, and be applied under compliant and secure conditions through a series of concrete measures, thereby generating real value and better serving economic and social development as well as improvements in people’s livelihoods.

  Within Fuzhou’s blueprint for high-quality development, a powerful “digital bridge” has emerged—one that connects innovation, industry, capital, talent, and information. In line with the policy directives and planning of the Fuzhou Municipal Party Committee and the Municipal Government, the “Five-Chain Integration Empowering Industrial Manufacturing and Industrial Service Innovation Scenario” is being rapidly advanced and implemented. By leveraging the information chain to drive the coordinated alignment of the innovation chain, industrial chain, capital chain, and talent chain, the initiative enables precise and efficient matching, breaks down data barriers across multiple platforms, aggregates massive data resources, activates data elements, and consolidates a robust foundation for high-quality data infrastructure and governance. This, in turn, drives the development of innovative applications for large-scale models and industrial empowerment, creating an integrated service platform characterized by “single sign-on with multi-platform interconnection.” To date, seven enterprise service platforms have been integrated and migrated, forming an operational framework of “1+1+1+N”—namely, one intelligent industrial brain, one industrial data center, one set of industrial algorithmic models, and N application services. The system has consolidated over 2.33 million data records related to the “four chains” across 16 key industrial chains, and has cumulatively served 5,000 small and medium-sized enterprises (SMEs), more than 10 government departments, and over 130 investment promotion teams, with registered users exceeding 220,000.

  Data empowerment knows no bounds, and service to enterprises never stops. The platform is scheduled to achieve over 10 million “five-chain” integrated feature data records by 2026, establish 10 core databases and a “Five-Chain Integration” large-scale model, and further build a unified online portal for government-to-enterprise services, unlocking the value of data to drive development. Meanwhile, efforts are underway to advance data commercialization, patenting, and capitalization, and, in partnership with China Construction Bank, to establish the Fuzhou Digital Finance Laboratory. These initiatives will promote enterprise evaluation systems and industrial profiling models, continuously expand service functions in specialized sectors such as the marine economy, advance the deep integration of artificial intelligence with the real economy, and support the development of a modern, international city.

  People on both sides of the Strait are one family, and Fujian and Taiwan share especially close bonds. As the provincial capital on the Chinese mainland closest to Taiwan, Fuzhou leverages its unique cross-Strait advantages and takes on the mission of piloting and pioneering cross-Strait integration initiatives, striving to become a leading city in the cross-Strait integrated development demonstration zone. The demonstration scenario “Public Data Empowering Precise Services for Taiwan-Funded Enterprises to Promote Integrated Development of Fujian Enterprises” is designed to directly address key challenges faced by Taiwan-funded enterprises—such as difficulties in enterprise identification, evaluation of Specialized, Refined, Distinctive, and Innovative (SRDI) status, and verification of scientific and technological innovation potential. This initiative promotes the high-quality development of Taiwan-funded enterprises and actively contributes to the construction of the cross-Strait integrated development demonstration zone.

  The demonstration scenario is built on public data and integrates multi-source enterprise information to systematically establish a three-tier labeling framework covering Taiwan-funded enterprises, SRDI enterprises, and Science, Technology, and Innovation (STI) Scores. This framework forms a precise and dynamic thematic database of Taiwan-funded enterprises. Leveraging intelligent data analytics, the project has innovatively developed a full life-cycle service system covering financing matchmaking, IPO preparation, and policy matching, providing Taiwan-funded enterprises in Fujian with one-stop, intelligent service support.

  The development and utilization of public data serve as a pilot initiative in the market-oriented allocation reform of data elements and provide critical support for accelerating the expansion of economic and social application scenarios. This demonstration scenario will continuously unlock the value of public data elements: on the one hand, providing professional data services to enterprises based on public data; on the other, providing quantitative evidence for government industrial planning and financial institutions’ credit approval through intelligent verification models. At the same time, it will innovatively explore practical pathways for public data elements to empower regional capital market development, thus effectively supporting the high-quality development of Taiwan-funded enterprises in Fujian.

  When public data is “in action,” development comes alive. Taking this initiative as an opportunity, Fuzhou will earnestly implement the Central Government’s directives on accelerating scenario cultivation and data openness, continue advancing scenario development, break down data barriers, expand data supply, and fully unlock the value of data elements. The city will actively explore new models of data-driven industrial development and social governance, continuously empowering high-quality economic and social development.
