National Data Administration: Unified Data Property Rights Registration Gives Data an "Identity" to Facilitate Data Circulation

The reporter learned from the National Data Administration on August 6 that the administration is steadily advancing data property rights registration and accelerating efforts to build a nationwide integrated data market.
Data property rights registration can be understood as providing an "identity certificate" for data as an intangible asset. It is similar to the way a real estate registration authority issues property ownership certificates for real estate.
Currently, entities with relevant needs may register their data property rights with data property rights registration institutions selected through established procedures. China’s national data authorities are responsible for managing data property rights registration nationwide. China will establish unified rules covering registration items, registration categories, procedures, review criteria, and the legal effect of registration, ultimately achieving “one-time registration with nationwide recognition.” This initiative will reduce the costs of data circulation and use, enabling data, a new type of factor of production, to generate a stronger multiplier effect.
