Emerging Industries, New Application Scenarios and New Materials Set for New Growth Over the Next Five Years

The State Council Information Office held a press conference on August 26, at which the Ministry of Industry and Information Technology (MIIT) briefed the media on efforts to fully implement the 15th Five-Year Plan and accelerate the advancement of new industrialization.

Over the next five years, emerging industries, new application scenarios, and new materials are set to unlock new growth opportunities.

Accelerating the development of emerging pillar industries, including integrated circuits, aerospace, biomedicine and intelligent robotics

Over the next five years, China will focus on optimizing its industrial structure, coordinating efforts to upgrade traditional industries, foster and expand emerging industries, and make forward-looking plans for future industries, while maintaining and further developing a complete industrial system. The country will accelerate the development of emerging pillar industries such as integrated circuits, aerospace, biomedicine, the low-altitude economy, new-type energy storage and intelligent robotics. Meanwhile, it will promote the growth of future industries, including quantum technology, biomanufacturing, hydrogen energy and nuclear fusion energy, brain-computer interfaces, embodied intelligence and sixth-generation mobile communications (6G), so that they can become new drivers of economic growth.

Accelerating the development of major application scenarios for “5G Plus,” “AI Plus,” “Robot Plus,” “Industrial Internet Plus” and “BeiDou Plus”

China will strengthen efforts to develop application scenarios and accelerate the large-scale adoption of new technologies, products and scenarios. It will launch demonstration programs for the large-scale adoption of new technologies, products and scenarios in the manufacturing sector, while accelerating the development of major application scenarios powered by “5G Plus,” “AI Plus,” “Robot Plus,” “Industrial Internet Plus” and “BeiDou Plus.” The country will improve mechanisms for selecting landmark projects, publishing lists of new technologies, products and application scenarios, and facilitating connections between supply and demand. It will coordinate efforts to test, validate, iterate, and upgrade innovation outcomes in real-world settings, promoting their commercialization and large-scale application across related fields.

Promoting large-scale applications of 5G, industrial Internet and other technologies in areas such as manufacturing, energy, healthcare, culture and tourism

The development of 6G will be a major priority during the 15th Five-Year Plan period. China will accelerate research into key 6G technologies, continue conducting 6G technology trials and advancing standards development, and promote the maturation of the 6G industry and the development of a supporting ecosystem, laying the foundation for future commercial use. On the demand side, China will further leverage applications to drive innovation, promoting the large-scale adoption of technologies such as 5G and industrial Internet in areas including manufacturing, energy, healthcare, culture and tourism. It will accelerate the innovative integration of AI and information and communication technologies, foster new models of digital consumption, and enable information and communication technologies to reach factory production lines, underground mining operations, and everyday life.

Promoting the application of consumer electronics products in areas such as education and training, home-based elderly care, and sports and health

China will continue to expand product application scenarios. In coordination with relevant departments, efforts will be made to promote the use of consumer electronics products in areas such as education and training, home-based elderly care, and sports and health. China will continue to collect exemplary cases of audiovisual systems and smart sports, accelerate the integration of consumer electronics products with vertical industries, and explore persified consumption scenarios. It will also support display technologies in delivering greater value in areas such as digital culture and tourism, smart healthcare, and education and training.

Developing a range of “off-the-shelf” materials products ready for immediate application

China will seize the opportunities presented by AI-driven transformation of scientific research paradigms, develop a range of “off-the-shelf” materials products ready for immediate application, and foster a virtuous cycle in which each generation of materials gives rise to a new generation of equipment and industries, making advanced materials the most dynamic growth pole in the raw materials industry.

To address practical needs in strategic fields, China will establish an innovation model led by enterprises, with in-depth integration among industry, universities, research institutes and end-users. It will implement major national science and technology projects, accelerate breakthroughs in innovation, implement the first-batch application insurance compensation policy, and improve key platforms for new materials. The ultimate goal is to bridge the “last mile” gap between scientific research and commercialization, enabling innovations to move more quickly from laboratories to production lines and households.

For example, the reason foldable phones can withstand repeated bending lies in breakthroughs in ultra-thin flexible glass and thin-film materials. Now, domestically developed ultra-thin flexible glass has achieved mass production at a thickness of 30 microns, just one-quarter the thickness of a sheet of A4 paper. The latest thin-film products have reached specifications at the 4-micron level. During the 15th Five-Year Plan period, more innovative materials like these will be transformed into high-quality products, reaching millions of households and supporting people’s daily needs across various aspects of life.

Developing lightweight, low-cost and easy-to-deploy industry solutions

From an application perspective, AI has already been integrated throughout the industrial chain, covering areas such as research and development, product design, manufacturing, quality inspection, operation and maintenance, accelerating intelligent transformation and industrial upgrading. In terms of applications, efforts will focus on exploring scenarios. China will identify and refine high-value scenarios tailored to different industries and explore a new model for scenario development featuring “a roadmap for each industry and a profile for each application scenario.” The country will launch a dedicated initiative to foster application service providers, draw on and systematize the wealth of practical experience accumulated by the manufacturing sector over the years, and develop a range of lightweight, low-cost, and easy-to-deploy industry solutions, enabling enterprises to adopt them more easily, affordably, and effectively.
