China Introduces New Measures to Accelerate the Development of the Data Industry

According to the National Data Administration, China will introduce a series of new measures to accelerate the development of its data industry. The measures include launching a new round of pilot programs for data labeling in 32 cities to provide data support for artificial intelligence (AI) training; exploring token-based business models tailored to industrial needs to support digital and intelligent transformation across sectors; making more than 6 billion high-value data records available from 14 central state-owned enterprises to unlock the value of data in real-world applications; improving the structure of academic disciplines and programs related to data as a factor of production; and launching a program to develop a pool of highly skilled talent in the data sector.

The China Data Industry Development Report (2026), released at the 2026 China International Big Data Industry Expo, shows that China’s data industry has exceeded 6 trillion yuan in scale. Data products and services closely related to AI account for more than 70 percent of the industry’s total output value. China is home to more than 480,000 data-related enterprises, and the data industry ecosystem continues to grow and mature.
