MIIT: Autonomous Driving Vehicles to See Large-Scale Deployment by 2030

The Ministry of Industry and Information Technology (MIIT) released the 15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry on September 11. The Plan sets an overall goal and four specific objectives for 2030.

Overall Goal:

By 2030, China will further consolidate its strengths across the entire intelligent connected new energy vehicle industrial chain and become a global automotive powerhouse. New energy passenger vehicles and commercial vehicles will account for 70 percent and 40 percent, respectively, of new vehicle sales in their respective segments of the domestic market. Vehicles equipped with autonomous driving systems will see large-scale deployment.

Four Specific Objectives:

First, key technological capabilities will be significantly enhanced. The average fuel consumption of passenger vehicles will be reduced to 3.3 liters per 100 km, while the average energy consumption of pure electric passenger vehicles will be lowered to around 11.5 kWh per 100 km. Highly automated driving will be achieved on expressways, urban express roads, and certain urban roads.

Second, the industry will achieve a higher level of digital and intelligent development. Labor productivity across the industry will increase by 15 percent compared with 2025. Several vehicle manufacturers and automobile parts companies will emerge among the world’s top 10 vehicle manufacturers and top 100 automobile parts companies.

Third, Chinese automobile brands will gain stronger international recognition, and China’s influence in formulating international automobile standards and regulations will be further enhanced.

Fourth, the automobile industry will deliver greater economic and social benefits. The industry’s role as a pillar of the national economy will become more prominent. The sector will achieve carbon peaking by 2030, driving the green and low-carbon transformation of the supply chain. The safety performance of vehicles equipped with autonomous driving systems will also be significantly improved.
