Fuzhou Selected as a Pilot City for Data Annotation

Recently, during the China International Big Data Industry Expo 2026, the National Data Administration announced the second batch of cities selected for the data annotation pilot program, including Fuzhou and Xiamen in Fujian Province.

According to reports, data annotation is a key step in improving the quality of data supply and unlocking the value of data as a factor of production. Building on the first batch of seven national-level data annotation bases, the National Data Administration has added 32 cities to the pilot program, creating a nationwide network of “7+32” national-level data annotation bases. The move is expected to accelerate the industry’s shift from an early stage of development to a phase of rapid growth.

The inclusion of Fuzhou and Xiamen reflects recognition of the achievements made in advancing “Digital Fujian” and the province’s solid foundation in the data annotation industry. It also provides an important opportunity for Fujian to harness data to drive AI development and pioneer new approaches in the emerging data annotation sector.

Leveraging their respective strengths and industrial foundations, Fuzhou and Xiamen will focus on areas such as aerospace applications, particularly low-altitude inspection, and smart transportation, including supply chain logistics and multimodal transport. The two cities will carry out pilot initiatives focusing on research and breakthroughs in advanced annotation technologies, the provision of high-quality industry datasets, industrial upgrading, and talent and standard development. These efforts aim to foster coordinated development by enhancing collaboration and leveraging the complementary strengths of the two cities.

Fuzhou will leverage its strengths in the digital economy and low-altitude economy, with the development of high-quality datasets for low-altitude drone sensing networks as a key focus. The city will pursue a distinctive development model that fosters synergy between data resources and AI model innovation, while promoting the coordinated development of data-driven technologies and low-altitude applications. It aims to build a nationally leading demonstration base for the data annotation industry by developing integrated data resources across air, space, land, and sea.
